I think there is some confusion caused by the word "basic". In Qatar your basic salary is the amount of cash you bring in (e.g. it does not include allowances, bonuses, etc). So your basic could range from less than $200 USD to over $50,000USD a month.
I think what they mean to ask is what is the minimum wage, or the lowest you can be offered. I don't believe there is any legal minimum wage in the Qatari labor law, but I am not an expert on the subject. I do know people who make less than $200 USD a month, and there are also thousands of laboror who have not been paid for months which I would guess makes the minimum wage zero.
