You have to go to the police in your original country of residence. You do not get these from any embassy. If you are still in Singapore go to your local police station and they will be able to help you. I was already in Doha when I got mine from the UK and all I needed to do was write a letter giving permission for someone to get the report on my behalf. But I suspect each country will be different somehow. My advice is start with your local police. Hope this helps.
