I can tell you that it is fine to walk in the Souqs without a man. It is appropriate to keep shoulders covered and any skirts I wear out in public in the day are knee length or below and T-shirts are fine too. I wear pretty much what I would wear in UK, in summer, just a little more modest. You just do not want to stick out and be respectful to the locals. I hope you enjoy your trip.
As for the best time to visit- avoid summer, even now is very hot. October to May is good, but it depends what you are used to!!!
