Well there is nothing official about the dress sode in Qatar as such but being a muslim country its advisable to wear modest outfits especially at public places like malls and theatres. People do wear outrageous western outfits that doesn't suit the environment here but then its your choice. If you like people watching you then you may wear anything that you're usually used to, else a modest dress covering the legs and top are worth an advice.
Places to chill are generally the beaches if you prefer outdoor locations but then bikinis are not seen much here. Most muslim women enter the sea with the traditional "abaya" on.
Other places to chill out are the malls and theatres. There are nice malls all over the city: City Center, Villagio and Landmark among the prominent.
The weather isn't too cool here in Oct/Nov. By the middle of December, it does get a bit too cold and windy. This is coupled by rain for about 2/3 weeks in December. If you come from a cold country, you won't likely be trouble much.
