It could be a faulty IDE cable, try replacing it, also check the power connector that it uses, this could be burntout, try a different one, e.g the one that Your CD rom uses, and the IDE cableyour CD room uses, this generally rules out the hardware side.
Also your motherboard usually has 2 IDE ports, on the motherboard, try IDE 1 and then try IDE 2 see if this helps.
Also try boot into the windows 98 installation, sometimes u get this error if the boot partition on the hard drive is not set right, but the windows 98 installation should b able to format it and set it correctlyu. Remember that for win 98 you have to use FAT file system and not NTFS so best to make sure its already formatted for FAT and not NTFS.
