The best one in my opinion would be at the Woqod petrol stations, near Al Jazeera School, Abu Hamour Area. The computers are fast and it's quite easy to get logged on. There is also one in the City Center, near the Home Centre, and another one I know of is opposite the Al Mushiri showroom near Jaidah flyover.
