You have to show a copy of your ID card. Go to Q-Tel or any phone dealer that is authorized to sell them. Right now you can get a phone + SIM from Nokia for QAR 249. That's 200 for the card and 49 for the phone. Granted it's an old basic phone but that's dirt cheap.
