From Qatar's perspective, I cannot understand why it makes any difference what is the nationality of the employee. If a Filipino (or Indian/Pakistani/Sri Lankan ...) is as capable as a Brit(or European/American/...) in doing a particular job, then what is the logic of paying one half the salary of the other. If the Brit won't come over to Doha for the Filipino's salary, then stop hiring Brits (or Europeans/Americans....). Paying individuals different salaries simply because of differences in race or nationality is racism. Several Arabs have complained on this site how they were victims of racism when they visited Europe/America. Well, the same is going on right here in your land, aided and abetted by your own policies. If the Middle East countries are to take their Islamic values of equality of mankind seriously, it is incumbent upon them to treat individuals with similar qualifications in a similar manner. Obviously, someone who is, say, trained in the US at a top-tier university an IT engineer is not necessarily comparable as someone trained in the Philipines from an unknown school. But, if a white and a non-white both have the comparable education and work experience, I cannot see why one is paid more than the other.

The West has already figured out that Asians are excellent workers -- just look at the massive amounts of outsourcing going on to India and other countries. I cannot see why states such as Qatar are interested in paying such a premium to hire individuals of certain races or nationality when these very nationalities have figured out that they are better off hiring equally competent Asians at a fraction of the wage bill.
