At the end of 2003, the OCA (Olympic Council of Asia and the controlling body for the Asian Games) were (allegedly) unimpressed with the progress being made and rumours abounded that the games would be moved to another venue (that already exists in another country).
The roads are all part of the Asian games committment and are necessary (as Helloqatar stated) to get the athletes and spectators to and from the venues. Signage also also still got to be sorted I imagine.
The HCC (Host City Contract) is very specific regarding what is expected of Doha in all respects.
It was DAGOC's intention to "pick up" many of their staff from the Greek Olympic Games. they were aware however that many of the staff from those games were torn between Qatar and Melbourne. Many of you will probably agree that the Australian option was a better choice and probably better paid. What was beong offered by DAGOC was not particularly attractive at the time.
Personally, I think it unlikely that the "Games" would be relocated at this late stage.
