Assist with planning, establishing, implementing, and maintaining a variety of occupational health, safety, environmental programs to assure the highest possible degree of safety for employees.
Identify and evaluate hazardous conditions and practices in the workplace. Survey to identify and evaluate occupational health, safety and environmental conditions.
Conduct and coordinate on-site inspections to audit physical conditions and safe work practices.
Provide advice and counsel concerning all Legal compliance.
Develop controls for identified hazards. Coordinate the implementation of controls from results of hazard analysis.
Measure and evaluate the effectiveness of the hazard control system, policies, and procedures and recommend changes that reflect improved opportunities to eliminate work place accidents and injuries.
Direct or assist in the development of specialized education and training materials. Conduct specialized safety and environmental training programs to communicate hazard control information. Conducting new employee occupational health, safety and environmental orientation.
Compile, analyze, interpret and report accident, loss, and exposure statistical data; prepare comprehensive recommendations for corrective action to eliminate or minimize potential hazards.
Review injury and property damage reports. Responsible for the overall administration of workers' compensation program.
Direct environmental compliance programs related to hazardous wastes, air permitting, and water pollution control.
Incorporate essential occupational health, safety, and environmental requirements in all purchasing and control actions. Recommend the purchase of safety equipment and supplies.
Ensure compliance of company HSE Management system to ISO:9001, ISO:14001,OHSAS 18001&140001
Responsible for safety on annual shutdown of gas and petrochemical plant
KEY DELIVERABLES
SITE HSE PLAN: Liaise with Project Managers & Assist to prepare / review HSE plan site plan for the project including subcontractor pan.
RISK ASSESSMENTS; Identification of the hazards of multi level tasks in the site with the aid of techniques like Risk Assessments, Job Safety Analysis etc and to advise the line management for the establishment of appropriate Risk Control and mitigation measures.
MONITORING FOR COMPLIANCE; Ensuring that the Onsite operations, with specific importance to gas transportation, maintenance of LPG tanks , Excavations, Confined Space etc are in compliance with the HSE Management system, Site Safety Procedures and other relevant Standards like BS, OHSAS 18001, ISO 14001, and legal requirements.
EMERGENCY RESPONSE; Equipping the work force to effectively tackle the emergency situations by Emergency Planning, review and conducting emergency mock drills.
ACCIDENT ANALYSIS & INVESTIGATIONS; Investigating about the various Incidents and near misses which happens in the site, finding the root cause of it and advising on control measures to prevent recurrence and preparation of Investigation Reports.
DOCUMENTATION; Preparation, Analysis of HSE Statistics as per Project Requirement
TRAINING; Identify HSSE Training needs for all site personnel in consultation with other sections to develop training as per HSE Plan. Develop Annual Training Plan for HSSE subjects as per requirements. Communicate HSE policies, guidelines and standards to all staff through presentation.
