If I withdraw $US from ATM, do I need to pay extra charges? and what's the exchange rate? I have HSBC ATM card. Many thanks

Withdrawing foreign currency from local banks will be adjusted at a higher exchange rate than buying from a local exchange firm. Use this convenient facility when in extreme need only.

This is same like using your local credit card overseas, where a higher exchange rate applies.

yes, the would charge slightly higher. 1 USD = QR3.68

Whislt the Qatar Riyal is fixed to the US Dollar at 3.64; withdrawl's vary from day to day and the only way to find that out is to contact the bank directly i am afraid. XE.com will give you a guide but it is set by the bank.
