Attested Tenancy contract from Municipality Qatar for Family visa purpose.

I need your help if someone can suggest as
I have a tenancy contract in my name from Landlord but Landlord says they can not attest it from Municipality because building as well as Electric/Water meter is in the name of Sheikh (Owner)of building.
If Electricity meter was in my name then I could attest it from Municitipality.
I need attested contract from Municitipality for My Family visa application.
Please suggest.

He is simply trying to shun the extra work by going over to the Sheikh and getting his signature and rubber stamp. You need to impress upon him the need for the attestation. If your estate agent is a Qatari, go along with a Qatari or an Arabic-speaking friend so that their is better communication and understanding.
