Difference between Tourist Visa and Family Visit Visa

Hi! Can someone help me understand the difference between a normal tourist visa and a Family Visit Visa? Qatar has 80+ countries where they welcome visitors with 'Visa Upon Arrival', including India which I see on this forum is the most popular. Why is everyone applying for the Family Visit Visa with a fee if you can just get a visa upon arrival? Both are valid 30 days only, so where is the advantage?
