Parents of newborn abandoned at HIA identified: Public Prosecution

Last month, Qatari authorities took notice of an incident that happened at Hamad International Airport (HIA) involving the abandonment of a newborn baby.

According to a statement by Qatar's Government Communications Office (GCO), on October 2, 2020 “a newborn infant was found in a trash can, concealed in a plastic bag, buried under garbage at HIA.”

“The baby girl was rescued from what appeared to be a shocking and appalling attempt to kill her,” the statement added. GCO had confirmed that the infant was receiving medical care in Doha.

Following the incident, an immediate search for the parents, including on flights in the vicinity of where the newborn was found, was launched.

It was announced that 'standard procedures were violated' and those responsible for doing so would be taken to task.

His Excellency Qatar's Prime Minister regretted 'the unacceptable treatment of the female passengers at HIA' and assured that Qatar will hold those responsible for these acts to account.

Yesterday, the Public Prosecution issued a statement regarding the incident, confirming that the parents of the abandoned baby have been identified.

According to the statement, "Investigations revealed that the infant's mother, who holds the nationality of an Asian country, had a relationship with another person of the nationality of one of the Asian countries as well, and resulted in the infant that was found."

“The mother, while leaving the country, threw the newborn in the trash can in one of the toilets in the Departures Lounge at the airport and boarded the plane to her destination.

“The father of the infant admitted he had a relationship with the infant's mother, and that she had sent him a message and photo of the new-born infant immediately after her birth. The mother said she had thrown the infant and fled to her country. The defendants’ DNA were identical to that of the infant when examined," the statement adds.

The statement further notes that airport security performed its legal duty amid the search for the violators, "however, some employees violated the procedures, summoning female medical staff at the airport to conduct external examination of female passengers, prior to them being allowed to depart for their destination."

“As soon as the Public Prosecution office was informed of the incident, the Public Prosecutor conducted extensive investigations, with all police agencies and specialized technical experts, to gather the facts of the two incidents: the disposal of the newborn infant in a trash can; and the violations by some employees; to determine what potential crimes were committed, arrest those responsible and bring them to criminal prosecution," the statement mentions.

During the investigations, the Public Prosecution "reviewed all correspondence and reports that officials working at the airport exchanged with others at that time and those reviewing the content of surveillance cameras, audio recordings and phones."

Furthermore, the statement adds, "the violations committed by some employees of the Airport Security Department are against the law and are punishable under the Qatari Penal Code with penalties of a maximum of three years."

The statement also noted that "the crime of attempting to kill a new-born infant immediately after her birth and in the circumstances in which she was found is one of the most heinous crimes that is against human values, as well as punishable under the Qatari Penal Code with a maximum penalty of fifteen years.

Further, the statement highlights that the Public Prosecution "is taking the appropriate legal action within the international judicial cooperation to arrest the fugitive convict."

how did the mother manage to pass the immigration with the child? or did she gave birth to the child inside the airport?

Other nationals have children outside marriage but only Indians throw the child in the trash. WTH
