Children's School admission refused

Went to inquire from one international school near where we stay for kindergarten admission but was told they only admit children from a particular Nationality. Someone told me i could go the the ministry of Education to get approval so kids can be admitted to that school. Which of the ministry will not of Education office location can I get such an approval? ?

I went to the ministry the one opposite to Qatar University. Went from one office to the other and went to the staff responsible for olive International she asked for my daughter's QID and she confided from another colleague and the colleague said NO! It's not allowed. It's very Ridiculous
