Can anyone suggest a swimming pool that is available to the public either as a pay to use or monthly membership please? Location would be around C, D and E ring road anywhere.

Check Holiday Villa Hotel & Residence Doha if you're just in C ring road. They have a good pool there.

You can check with hotels around Qatar. I remember premire In used to have lunch included with the pool pass ...a lot of them have pool passes starting from QR 50 per person to 150 per person.
You can check out health clubs or hotels (with health clubs) near your area for monthly memberships. Because of their reopening measures, a lot of them are even offering promotional discounts. There's Plaza Inn, Al Mansour Suites, and Movenpick are a few examples, with memberships starting at 500QAR per month.
