EHTERAZ APP Installation Issue

Hey Everyone!
As the government has made it compulsory for all citizens and residents to install the Ehteraz app (which help track the COVID-19 transmission chain) When leaving the house for any reason.
I 'm not able to install the application on my iPhone as the application requires IOS 13.1 or later. I assume most of the people might be facing similar issues.
can anyone help me in this regard as I have to leave the house without having the application installed on my phone, is there any violation/penalty if officials ask for the Ehteraz application during an inspection.

Dears, I have android 5.1 on my phone and Ehteraz requires minimum Android 6.
I do not get option to upgrade Android.
Is there a way to upgrade the android version?

I have installed it on a secondary phone to avoid draining the battery of my primary phone. If possible, get a cheap secondhand Android phone.
Yes. You will get a penalty if you don't have the app. There are lots of checks taking place all across town. Better to update your iOS or buy a cheap Android phone to install the app.
