NOC for job change (New Employer have no new visa)

i am working in Qatar from 2005 it's almost 13 years under the same company (Semi-Govt Company). I am getting new job offers. My current employer not willing to provide noc. I have heard as per new rule there is no need of NOC if you have worked more then 5 years in the same company. can you guide me in that. if it is not required then what is the process

i am working more than 5 five years same company, i got new job offer, i want to change the company but the new company need NOC letter, where i can got if i resigned, the old company will provide me NOC kindly guide.

if it were simple to just change jobs after completing contract terms, lots of people would be doing it by now.
There are terms and conditions to be followed.
Most companies have a set number of visa's per national.

I heard on completion of contract period (even 1 year) you don't need NOC. Your new employer can easily transfer your visa. Is it true?
my new employer don't have new visa
NOC would mean that you are transferring your RP to the new company.
Check with your new company if they have visa for your nationality.
Once you complete 5 years, you can leave and come back on a new visa.
I believe you don't need NOC from your employer in your case. Suggest, you go over to National Human Rights Committee and they will guide you.
