Survey from land & Transport department

Hi..all.. today some one came to our house and they he said from land & Transport department. he give several question regarding how many car we have, what time we go including all family members. anybody having same experience?
You could have asked him for his ID. Something like this is unusual though in Qatar and this is the first time I have heard something like taking place here.
Recently Karwa was carrying out a survey on their bus service but it was being done on their buses and the surveyor had a proper ID which was easily visible.
