As per New Law, the employer terminated employee on Feb 2016....?

The employer terminated employee on Feb 2016 - 2 months ahead of the expiry of the contract, i.e the contract was to be expired/ended by Apr 2016.
the employee left QATAR in a Good will with proper relieving letter from the employer/sponsor.
And He left QATAR on May 2016 in Exit.
As per the New Law, can he come back after Dec 2016, without NOC ?

"Most" of the PRO who are in touch with Immigration office have come to "conclusion"
Please understand the two words which are in inverted commas.
And also check the same rules when they were implemented in UAE.

You may be mid-guiding the people.
There is no such statement in the revised LAW.
Like The new law is applicable to the contracts ended or will be effective from 27 Oct / 14 Dec.
Please show the proof that the new LAW is applicable to only to those who's contract finishes after 27 Oct / 14 Dec will be eligible for NOC from Ministry of Labour.
