Bye-laws on Qatar residency likely to be out soon!
Hold on tight, QLers, as the executive regulations to help implement the new law regulating the entry, exit and residency of foreign workers are expected to be out soon, according to The Peninsula.
Executive regulations are bye-laws that explain each article of a law and explain in detail how they are to be put in force.
The law (Number 21 of 2015) regulating the entry, exit and residency of foreign workers was issued late last year, amending a previous legislation.
It is to be implemented from December this year, reports Al Sharq. The law was published in the official gazette on December 13, 2015. It is to be implemented exactly a year after its publication in the official gazette.
The daily said the executive regulations to help put the new law in force from December 2016 is being readied and will be out soon.
A campaign will be launched in the local media as well as through the social media to explain the new law and the executive regulations.
The new legislation will replace the sponsorship system and make the employment and stay of expatiates here entirely contract-based.
Job contract will need to be signed by a foreign worker before he lands here once the new law is in effect from later this year.
Also, employment contracts of all expatriate workers who are already here will be replaced with new contracts.
In other words, all expatriate workers will have to sign new contracts with their employers in compliance with the provisions of the new law (No 21 of 2015).
This contract will form the basis of the relationship between a foreign worker and his employer. The contract will be signed for two or five years’ duration and both the sides will be obliged to follow its clauses that will contain terms and conditions.
Once the new law is in effect, the exit permit system whereby a foreign worker needs written permission from his sponsor to travel overseas will also end.
A worker would only need to inform his employer about his departure.
Also, workers leaving a job and coming back to Qatar to take up another job (with a different employer) would not need to wait for two years to return.
They can come back at after two to three days after the new legislation is in force provided they have a new job agreement and fulfill visa requirements.

You are right. As an accountant he should have been aware of these facts before step in to a country. Yes, after step in, He has to come back if he doesn’t like as he did so. I suppose he commit a mistake & learnt. He has no regrets as he feels he gained rather loosing. So my post is a message to a person in this concept. The choice is for the needy.
Yes, more studies needed before proceed to a different environment. This is His mistake & He learnt from the experience.
However I admire the educational standard in the developed countries, and there are many things a student can study. No objection about it. However some time a person like me feels environment play a role as well.
So I may opt a better place for higher studies to my kids when they are grown. If i needed to be there with them, I will do so. In sha allah if I am alive.
It's only my opinion and my respect to all the countries.

The simple fact is that if you decide to emigrate to a country , then you do so knowing what the culture , norms and laws are.
Surely your friend knee this before going to a country where people kiss in public etc
I have couple of my relatives and friend's living with their families in developed countries as the globe identify, Whenever I speak to them they say the life is hard with Tax and other uncertainties.
He was given birth to a baby girl, and she got the permanent residence, whereas the mother not. He said, on his own words, they are torturing us, through systems and regulations by not giving his mother and father for visa to enter the country for the birth of his first kid. After paying, a hefty application process fee, the approval being rejected.
Few years ago, A highly qualified accountant whom I know, from the GCC went to a developed country, & they came back within a week time as He found, the lover’s and the other couple’s kissing, very freely in the road side and convenient places. He thought this will not going to suit for his way of bringing up kids.
With all due respect’s to all, In my opinion every country has its own advantage and disadvantage. Some time, the God has loved some people and place them accordingly to live their life in good places. However, we call it praying “Istihara” and decide what best will be the best for an individual who are in my kind of thinking.

Well, as a kid, I didn't worry about anything; my dad, by the grace of god, was a hard working hot shot banker who was taken care of by all of his many employers; when he left Qatar and now that he's left the world, I'm a single guy who lives on his own terms... Never been to any of the ministries or stood in lines or begged employers for permission for everything from a loan to buying a car to having my family visit me... Every job I have accepted was on condition of my NOC/release written into my contract... I'm a free ranger... But a married guy is forced to lose his spine in Qatar... Prepare a bunch of paperwork, rental agreements and what not... Get in endless lines at the ministries or deal with lazy PRO's... be scared to lose your job thinking about the hassle of relocating your wife' and kids from their comfort zone.... Be forced to pay exorbitant rents to greedy homeowners... To those who brave these challenges to be with their family, I respect them but its not the kind of life I wish for myself... As a single guy who works in and spends all his money in Qatar, Qatar' loves me and I love Qatar.... The moment I want to enjoy Qatar' with my wife, Qatar' gets a frown on its face... And starts laying down conditions... Which then gives me a frown of my own... The moment frowns enter the picture, it's time to leave in search of smiles... To be fair, Qatar' has serious problems with space and infrastructure... And i don't ever expect more of anyone than they can conveniently do... Accordingly, i too won't bend over beyond my ability and will just leave for somewhere more mutually convenient... And yes WT is right; after having waited all my life for her, i won't stay a day without my wife once i do find her :-)

Even though I love Qatar, its all I know and on a personal level it meets all my needs; the day I get married, I'll say a sad goodbye and leave...i won't stay when I'm not welcome anymore...
acchabaccha: This is a way of keeping the passports. Get the desperate workers to sign a paper stating that "they agree" to the employer keeping the passport
In the initial news that appeared several months back with regard to the changes in the sponsorship system, I recall having read that the employer will be able to keep worker's passport "with their permission" and that would be for "safe-keeping." If I am right in my recollection, then nothing changes in the new regulations. Should this be implemented, employees would need to go crawling on all fours to the employer and lick his boots or meet "certain demands" to get his passport back and go home. In fact the situation would be more worse than now as currently it is illegal for the employer to keep the passport of employees.
i have two words to say about this law.....and it's not family friendly
In other words: free choice of employment is still NOT given. The whole thing is another farce!

Its still Sponsorship system, but just hold the ear all the way around. One still cant change jobs within 2 years. to go out, I still need permission (may be normal for people, who still live with their Daddy in this age). nothing changed in spirit just different words to say the same. with some money, this law will sit well with human right campaigners..
Agree with WT. The "Daddy" will not give a nod until he is made "happy" and there sure are "certain" ways of doing this.

WT, Please relax, it's same like if one member of our family goes out of the door ..... she / he would just tell us okay dear I am to that place & would come back by this time ....... it's very simple .... we all have this governing system in our homes for long ......... it's good for both parties to have info about each other ....... mutual communication is important .............
