Please advice me

 I am Joined for Company in Qatar. Unfortunately that the company was having financial issues the grant me an NOC letter to find a job. At that time I found another company by submitting my NOC from previous.

After few months that the present company inform me that they unable  to process my Qatar Identity card and they inform me that I need NOC letter again from My Old Company. I was not able to get it from them the location and the entire management had changed.

Regarding this matter I have inform to the company. Then the company asks me to work illegally till my band period and holding my passport with them.

I have explain its against the Qatar labour law to work without proper resident permit. It is risk to continue in this company. If I had been caught I will be in jail.  Same time I have submitted my resignation letter.

After submitting of my resignation they promise me that they will arrange by November thrice. They had extended their assurance in arranging my exit on different dates. Now almost four months I am on my penalty.,  I have send several reminder but the but the company not granting my exit permit or passport to live the county.

Lat month I have informed that I will go to labor department. At that time they hold my salary  threaten me we will submit your passport to police. I don’t have any way I want to pay my room rent I beg them they force to sign  letter from me and says   that we will buy ticket, visa, other expenses  from you salary gave me small amount for my room rent and transport food. When  I l ask them they said they will not pay January 2016 salary too. Please be so kindly help me in this regards. I do not want to continue with this company any more.  Please advise me to whom I will reach to solve this problem respectfully. Someone told me if I got to CID I cannot come back any more. So if I reach labor department can I got a solution please advise me in this regards.
