Settlement & dues

I have resign with 30 days notice period and my resignation was accepted by management and last date was 15.11.2015. Its been 4 days after my 30 days notice period and I have not yet received my salary for the month of October, November and my end serviced settlement. They are not telling also when I will get my all dues so that I can book my ticket. Does the company is liable to pay for the period till I get my settlement.
