Paying the bureau without an agreement

one of my neighbors from Sri lanka has got a working visa to Qatar but no agreement provided, further she is trying to pay her bureau money but they have rejected the payment as she don't have the agreement so any idea how to get that solved??her husband is here in Doha since past 10 years. but still couldn't get it done and wanna get it before the visa expires. please advice.

Go for agent which is avilable @ the forigen affairs, they will do it and will charge 18-19 thousand Rs for every thing.
