Yes, there is no problem to exit and come back , before exit go to emigration and pay 200 for multiple entry then you can leave and come back on the same visa before expiry .

My friend's wife exit qatar on an emergency while she was is family visit visa without re entry permit. Now she is out of qatar. When my friend re apply for new visit visa, its got rejected saying"NOT TO APPROVE VISA"
Is there any possibility to come back on same visa which is still have validity.
Why the new visa application getting rejected?

No, you can't. You have to re-apply visa for them after their exit.

Yes you can. You sponsor has to go to Immigration and ask for exit permit for you, because the people who come with family visit visa they can go out Qatar and back again during the validity of the visa. I know some people the bring their wives with family visit visa and and make for them Exit permit then they can travel to Dubai or any country and back to Qatar without any problem. I asked personally one person who is an employee working in the Immigration about that case and he replied that no problem according to the aforementioned.
