Confused about sponsorship rule

We had a maid previously from the Philippines and she had to leave for family reasons. We found another one in December we were willing to sponsor. When we got to immigration we were told that we had to apply to get a filipino visa. At first our application was rejected. After going there a few times they approved it.

We went today to do the transfer of sponsorship and we were told the rules have changed and we need to cancel the approved visa. We are so confused and no one is really explaining what is going on.

Please can someone explain?
