Need advice for Hamad Medical Card

I am aware that you dont need to apply Medical card for new Born baby till the baby is 1 yr Old. But are there any new changes now. When i went to register my baby documents (Baby RP Page, Green vaccination card etc) in Wakra Health centre, she registered and then she told me to go to Medical card section and make a new Card for Baby.

Do i need to make Medical card for new Born Baby?
