How to apply for tourist visa

I want to come on a tourist visa so need information regarding this. I searched a bit a found out that you need to have booking in hotel here and then you can get visa. My question is do I need to apply for visa before booking hotel or I need to book hotel first and then apply for visa?

How does it work? Anyone got first hand experience in this regard?

Firstly, It depends on your Nationality as some visas are provided on arrival, check the website moi.gov.qa If you are not included in on arrival visa then only hotels can arrange the tourist visa.
