Driver's License / 5 day work week law

I heard that there is a new law that limit driver's license to only those who earn above a certain salery amount? I think this will cut down traffic soon but not soon enough. Does anyone know if this is true? I also heard that Qatar will change there labor law to reflect a 5 day work week the same as all the other GCC countries? Anyone heard this as well?
