Tourist visa for Moroccan?

Hi,
How can my Moroccan fiance get a visa for a 20h stopover? Myself, I can get a visa on arrival.
Qatar Airways does not care, embassy says she needs a sponsor ( e.g. hotel) and hotel ( Radisson) does want to do it for Moroccans. So, what can we do? She is EU resident, has a job, has onward ticket...
Thanks

Not to my latest questions. Know as well that is difficult, that's why I am posting here. Question is how to resolve it.

Hi,

Thanks all for the replies. Does not have to be visa on arrival, we still have some time. In fact, would feel better to know upfront to have a visa. Don't want to risk sitting on the floor in the transit area for 20h if it can be avoided.

What travel agency could that be? One in Qatar? Do you know any?

Hotel says that tourist visas for Moroccans are typically rejected if requested by a hotel, thus they don't even bother trying.

Thanks

A bit difficult to get visa for moroccan on arrival, u can say impossible even if she is resident in EU, unless somone apply for her visa from here, close relative or hotel which will b expensive.
