Hi. Anyone can advice what bank is offering credit cards and personal loans application for non account holders.

Yes, before banks were offering credit cards to everyone and loan over that credit card.

If you think there is then go and find one. As per my info Central Bank has given strict instruction to all banks that credit cards must be linked with an account. How the banks will get their money back if there is no account linked to the loan?
