Where to address the NOC

I just have my visa cancelled and my company gave me NOC to return here using business visa. I am now here in doha. I need to get 2 NOC before I can process the work visa. 1 is from the sponsor of the business visa addressed to the hr department of the new company, 2 is from my previous company saying that there is no objection of transferring to work visa. My question is where to address it? Immigration Department or Airport Immigration. need help urgently!

thanks for that info.. I already got the NOC yesterday. The new company applied a work visa for me but they don't have ready visa since it is a government company. How long will it take for the approval of a new work visa?

First NOC should be addressed to the Airport immigration for issuing the business visa.

Second NOC should be addressed to immigration (Expat affairs)
