Register a complaint regarding Dirty Hotel

Please can you advise who to log a complaint with regarding a very dirty hotel that leaked sewage when taking a shower and flooded the bathroom floor, moved to another room so dirty it was a health risk and bed bug infested... Raised this with the hotel concerned but am getting nowehere.
This needs the appropriate authority to take this up directly with the Hotel, who is it best to raise this with please?
