There are authorised Post Offices from which you can send money abroad. These are mostly the Head Post Offices.

If you are already in Qatar, you may use the banks in India such as SBI or HDFC.
If you are planning to start your travel, get SBI or other bank Travel card. This card comes in US dollar or other international currency. But no worries, you can draw the money here in Qatar as Qatari Riyals. Additionally you can use this card to do purchase at most of the shopping malls. you have to use the pin at the time of purchase or transaction.
