My friend was able to get the RP of her daughter under her sponsorship. You can try to apply as long as you meet the requirements of the MOI to sponsor your kid.
If you have the all the necessary requirements (e.g. 6 months salary bank statement, tenancy contract, etc.), why not apply for it.

Yes i suppose under the new law you can sponsor your kid if you meet the min salary requirements and get a letter from your company.
