INTERNET WI FI /-a-t-/ ICT PARK CORNICHE DOHA SHERRATON AREA

Hi guys , i went to corniche with laptop,there i could not connect to wifi ,i tried but couldnt connect can anyone plz help as i need it ,as now i am frequently visiting to corniche on weekends ,,plz some one reply???
What is due to?? Either antivirus or windows security blocking it or we need to be near the wifi,also internet connection was showing its connected but the ict park page was not comming(where we have to put our mobile no. To get the password). Any one can solve my problem to get ict park page ,,, thanks in advance:::
