Is it required to pay VISA Charge to company as i have resigned after 7months of working

I have tender my resignation after completing 7 months with my company, i am going back to country. My Company hold my 1 month salary from the date i tender my resignation and now they are deducting VISA Charge & my Ticket charge from my pending salaries and i am booking my ticket for return by myself.
Nothing is mentioned regarding this deduction in my contract.
Any body have idea that my company has rights to deduct this amount or i can fight to get that amount back??

The same was the case with my friend. The issue is he worked on a business visa and as such can he approach the labour ministry.

it is illegal for a company to do that. if you have time and will, please approach the following :

Disputes between companies and workers can be referred to the labour department. If the labour department cannot resolve the problem it will be referred first to a reconciliation committee and the to an arbitration committee. In the event of being dismissed an employee may be able to appeal to the lab our department, but must do so within seven days of receiving his or her dismissal.
