No Need of Medical when you are changing the sponsorship.
Definately moving to new sponsor especially govt. sector requires a medical examination again.

No, but when I changed my sponsor I had to pass medical test done by my new employer.
I dont know if the rule has changed but the last time that I changed sponsor I just needed NOC and police clearance.
