Article 57 of Labor Law of Qatar.
Upon termination of the service of the worker the employer shall at his cost return him to the
place from where he has recruited him at the commencement of the engagement or to any place
agreed upon between the parties.
The employer shall complete the proceedings of returning the non-Qatari worker within a period
not exceeding two weeks from the expiry date of the contract. If the worker joins another
employer before his departure from the State the obligation to return him to his country or other
place shifts to the latter employer.

there is a committee on immigration issues n they might be reconsidering those NOC rules but this will take around a year I guess to set the new rules
for now U need NOC n it is ur sponsor's right to give u one or decline ur request
if u dont have NOC u will have to stay for a minimal of 2 yrs outside Qatar

Sorry man, You cannot demand but can request as it is upto your Sponsor to give or not to give.
Sorry to say that there is nowhere in the law anything stating that the employee can demand a NOC after a certain period of time.
It is still the sole decision of the employer whether to issue or not to issue a NOC (either local hire or expat, at any time of the employment)

Who told you all these stories? There are no changes and it will be in the front pages of all Newspapers if some changes takes place.
