company delays on EOS benefits

my friend worked in well-known bank company here in qatar for 5 years and she already resigned effective last December 2011. The problem is she still haven't receive anything yet from this company up to now like her end of service benefits/gratuity, a return ticket, even her 3 months salary (which they didnt give her for the last 3 months before she resigned), and also her pataka id is already expired, she'd been doing follow-ups everyday to their HR for the release of all the necessary documents she needed (passport, ticket, exit permit, gratuity) but they just keep delaying and telling her to come back again the next day, yesterday she called again to their HR to follow-up on her concern but they just tell her to try again on monday, a while ago, today, she did call the HR but still same response, the manager she spoke to advised her that there was just a delay and be patient. I feel sorry and frustrated for her because I know she just wanted to go home. She moved out already on the apartment she was renting before coz she has no more money to continue pay the rent, the only thing I can do to help is let her stay here with me and share food. what can you advice her to do? do you have any ideas of how long the releasing of necessary documents/gratuity should take after resignation?

@pandinus she haven't bring her concern yet to the the ministry of labor, but shes's planning it too tomorrow.
