My wife is under my sponsorship and would like to call my mother-in-Law for a visit.Currently my wife is in India and I want them to travel together to Doha.
What is the eligibility to apply visit visa for my mother-in-law is there any requirement for my wife to be in Doha at the time of application submission.

To be able to sponsor one's wife you need to fit into a minimum salary bracket. The nature of ones job is not really a criterion. It is the absolute discretion of your company to issue an NOC for that.
I dont know what you mean by 'pataka', but the paper work required is listed in my post to the previous gentlemans question.
If you meet the requirements to sponsor your wife, you can apply with the correct documents for a residence visa directly instead of a visit visa. Once you wife enters the country, she must undergo the mandatory medical and the residence visa is converted into a residence permit.
Your office PRO/ Mandoob should be able to assist you in the formalities.
You need not wait for any minimum period of time to sponsor your wife once you are a legal resident of Qatar.

To obtain a visa for you mother-in-law depends on her age. There is no requirement for your wife to physically present in Qatar to apply for your M-I-L's visa.
It depends on your present Employer to issue you a letter (basically a NOC). Apply to your employer for the NOC and you will perhaps have to enclose the following documents with it:
Passport and RP copy of your self
Passport and RP copy of your wife
Copy of your marraige certificate (you may have to have it attested by your Embassy)
Passport copy of your mother-in-law
Fees of QR200.
Copy of your and your wife's ID card.
With all these docs, your company's mandoob should be able to obtain an electronic visa approval. But however this is dependent on your MIL's age. I guess if she is over 65 you will have to make a special request at the Immigration office near Gharaffa for the Visa.
This procedure is the same for all family members you can sponsor, namely: Father, Mother, Wife, Husband, Son, Daughter,Brother, Sister, MIL, FIL, Son in law, Daughter in Law, Son/ Daughter of Sister, Son/ Daughter of Brother, Sister-in-laws family, Brother-in-laws Family.
