I know lots of people getting tattoo in Doha. Why don't you check with beauty saloons in hotels.

I heard that tattoos of any sort are illegal in Qatar, including eyebrow ones. (Not having them already, but getting them done here.) Thought I had read that somewhere a couple of months ago. Someone might be able to correct me though.
