Without NOC u cannot work other company, that is illigal,,,,But in the case of QP, You try maximum you level,,, may be something will come out, i am sure ....u will.....(old company Has to give)
Yes for sure NOC are required if you are changing your sponsor

If this change to QP means a change in sponsor then YES NOC is required.
