Qtel can not do it they are askin 2 giv a complaint 2 police.... wat is the procedure ?? do u hav 2 fll a form in arabic language?
QTel can disable the service on the BB.
You will need to give them the phone IMEI or for blackberry the PIN.
I know they can track it down if they want, not sure they will do this for anyone though.
Go to police as a first step .
and check where did u lost it , maybe the have cameras that show what happen to your phone .
