yes you can but be sure that you are already resign to your present company before joining to the other company because there are others that have an NOC but they are still working with their company...

You might lose your RP with any sponsor very easy. It is better to stay under the same sponsor for at least 1 year, and then to try to transfer your RP.
i guess you can join the new company if you have NOC and a release letter from the old sponsor. but if it is your 1st job then minimum you should complete 1 year with the old sponser before transfering your new visa

If you are sure of the SHUTDOWN of your present company and if they are ready to give you NOC, you can think for other job..
But as said above, to transfer sponsorship one must work with the present emplpoyer for atleast 1yr...

if the new compnay has visa approval for the same nationality from Ministry of Labour
