You must be under any sponsor and he has full right to do whatever he likes.... learn the RULE and try to RESPECT it or LEAVE it and find another way, another country. World is big Qatar is SMALL, if you have skills/resources you have so many options.

free visa for pakistanies is minimum 30,000 dont wast your time.
Some nationalities seem to think that there's a type of visa called AZAAD FREE VISA, let me assure you that there's no such thing.

Yes you are correct it is illegal and who told you it is legal?
Saleem it is illegal to do business visas unless it is for legitamate reasons. It is also illegal to sell them....
