Can anyone confirm me that the new visa policy for UAE ask everyone to have a pre visa before entering the country regardless of their nationality or even they have a resident permit of qatar?
All GCC Residents cannot avail visa on arrival. There are some profession categories who are entitled to get the visa on arrival. Your friend might not have the enttilement to get the visa on arrival as per his profession in the RP or Identity Card and that is why they asked him for the pre arranged visa.

Why don't you try to contact the UAE embassy or consular service and find out!!

News to me. I was just there last weekend and got my visa upon arrival without any questions asked. Where did you hear that?
