You will not need a hotel visa. You can apply for a visit visa at the main Immigration building in Madinat Khalifa. You can get the form online from the MOI website: http://www.moi.gov.qa/site/arabic/departments/PassportDept/resources/2008/02/03_6134.pdf.

Fill in the details and take the following documents along: copy of her passport and ticket, copy of your passport and Qatar ID, letter from your sponsor permitting you to sponsor your MIL, copy of your spouse's passport and marriage cert. Get a signature from the immigration "manager". You can find him at the first building first floor. After the signature, you submit the documents (that's at the last building in the premises, check with staff once you get there). It will cost QAR 200. If she is above 60-65 years, it can be quite hard to get the manager's signature. All the best!
