Waste of power, water to be penalised
DOHA: The Qatar General Electricity and Water Corporation (Kahramaa) is set to enforce the law (No. 26/2008) pertaining to conservation of water and energy, from January 2010.
As part of implementing the law, Kahramaa has already issued new guidelines for the installation of electrical equipment and water distribution gadgets in new buildings. As per the guidelines, builders will have to install specific energy saving gadgets in new buildings. Kahramaa’s officials will inspect these buildings before providing water and electricity connections.
The law empowers Kahramaa to modernise its infrastructure to bring down the loss of power and water and provide technical advice to builders and reduce power loss.
According to the law, builders have to provide their buildings with thermal insulation, which, according to Kahramaa, can bring down energy consumption by 40 percent. Vehicle owners have to get their vehicles washed at commercial car wash centres instead of washing them at home, which is punishable under the law.
Kahramaa officials say the average outdoor hose uses 20 litres per minute of water while a car wash centres uses less water. Washing a car at home usually requires more than 100 litres of water while a commercial car wash averages about 70 litres.
The law strictly warns against using drinking water for washing vehicles and gardening. It also demands switching off of outdoor lights from 7am to 4.30pm.
Article 4 of the law also empowers Kahramaa to impose a fine of not less than QR1,000 and not exceeding QR10,000 on erring consumers. The fine would be doubled if the violation is repeated within three years of the first penalty.
Kahramaa would suggest that builders install sensor-operated taps or self-closing taps. Sensor-operated taps can reduce water consumption by up to 60 percent as compared to traditional taps. The authority also believes that a huge amount of power can be saved through regular checks of air-conditioners.
This is another stupid law to be introduced soon... Its ok that someone might be worry about wastage of water and energy but instead of enforcing this stupid law why Qataris dont get any electricity or water bills?
Qataris got big houses how cum they know if they would wash all thier cars and garage, may be they can get swimming pool...who is to be blamed?

guys its not all about lighting building or towers the whole night if they are lighting towers they are paying the bills...what about Qataris are they paying ??
Is this a roundabout way of saying that there is an impending water and electricity shortage like in Bahrain and UAE?
i woulduv respected that more if they were holding awareness campaigns first rather than enforcing it out of the blue
hopefully though they catch on to the towers that are lit up all night long?

Washing vehicles is waste no doubt how come watering garden is waste? is that the reason why mini man made forest in Al Rayan is destroyed
I have a suggestion for billing Qataris the cost of water and power.
Take their average house consumsion for the last year, and government pay them in cash the difference of their bill for the next year. This will entice them how to conserve.
The payment would stop after one year.

I think they should do something about the water consumption here, especially the stuff with the new buildings that is mentioned in there is good.
People washing cars at their apartments make a mess even for others in the car park.
I know some people use bottled water to wash their hair, I hope Kahramaa don't clamp down on them too .... :-P
