Since your RP has not been stamped yet, you do not need a NOC letter. They are still NOT your sponsor. Find quickly another company, pay penalty for overstay and start your RP process again ( you will have to go through medical. Fingerprint can be avoided if PRO of your new company is good enough)

You still need an NOC to change jobs.

As per my knowledge, it will be Qr.10 per day is the fine after 3 months of your entry date. And, you should get NOC from your current employer to change your visa to a new company.
